Kok Leong is a Partner in Corporate & Commercial and is the Head of the Technology & Corporate Intellectual Property Practice Group. His practice area centres on technology and intellectual property transactions, agreements and advice. He has substantial experience in advising on, negotiating and drafting a wide range of commercial agreements related to intellectual property and IT, outsourcing, telecommunications, e-commerce, e-banking, contract manufacturing, technology transfer, research and development, merchandising, franchising, licensing, sports, media and publishing, sales and agency and distributorships.

Significant transactions and the clients Kok Leong has represented include:

e-Commerce: Google on various projects and issues, including reviewing its on-line advertising agreements.

Outsourcing: Singapore Airlines in its IT infrastructure outsourcing transaction with IBM worth S$300 million over seven years. Under the agreement, IBM will manage SIA’s data center, end-user computing support service and information technology help desk.

Sports & Events: The Singapore Tourism Board in connection with three world class events Singapore Formula One Race, F1 Rocks Singapore, and Volvo Ocean Race.

Collaborations: Singapore University of Technology and Design in its collaboration with the Massachusetts Institute of Technology.

Licensing: SGX in its Cooperation Agreement with the Singapore Press Holdings and the FTSE Group, and related ancillary documentation, to develop and re-launch a new Straits Times Index (STI) and to create a suite of new FTSE ST indices that will complement the new STI, for trading and benchmarking financial products.

Digital Media: The Media Development Authority’s interactive digital media (IDM) development office in its collaboration with the Massachusetts Institute of Technology to develop the Singapore-MIT International Game Lab (“GAMBIT”) as a five-year research initiative.

Telecommunications: A major local telecommunications company in their telecommunications services agreement with a local mobile telecommunications services provider.

Distributorships/Reseller agreements: Epson Singapore in the development of standard agreements for regional channel management, covering distributors, dealers and resellers for its wide range of imaging products.

Kok Leong is recognised as a leading lawyer for Technology, Media and Telecommunications in Singapore by Chambers Asia (2011) and Asia Law Leading Lawyers (2007 to 2009). Chambers Asia (2011) notes that Kok Leong is ‘“is very learned and his advice always adds tremendous value, from both the legal and the commercial perspective,” confirm clients.’ He is also listed in The International Who’s Who of Business Lawyers (2010) as a leading lawyer for Internet & e-Commerce in Singapore. Kok Leong graduated from the National University of Singapore with an LLB (Hons) degree. He was called to the Singapore Bar in 1994, when he joined Allen & Gledhill.
